By default, when a user makes a Category Suggestion, there is no notification sent to the admin of the site, and he/she is not aware a suggestion has been made, unless they frequently monitor the Suggestion area within the admin console, which you do not do wth any form of regularity.
This modification will eliminate the problem by sending the Admin an email notification per suggestion made. having the notifications sent to you allows you to stay on top of your game, whereas you can accommodate the request as needed.
